Citizens of the following countries can enter Montenegro without a visa and stay up to 90 days within 180 days):
PLEASE NOTE: Holders of travel documents with a valid Schengen visa, a valid visa from the United States, the United Kingdom of Great Britain and Northern Ireland, or the Republic of Ireland, as well as residence permits from those countries, may enter and stay in, or transit through, the territory of Montenegro for up to 30 days, but no longer than the expiration of their visa if the validity period is shorter than 30 days.
Visa Requirements for Other Countries
Delegates from countries not listed in the visa-free category must apply for a Montenegrin visa before their trip. Citizens from these countries may apply for a visa at the nearest Montenegrin Embassy or Consulate in their home country or region. In some countries, Montenegro visas can be obtained through the embassy or the consulate of the Republic of Serbia. The process typically involves submitting an application, providing supporting documents, and attending an interview, if necessary.

The list below approximates the usual documents needed to obtain the visa; please check with the respective embassies/consulates the exact paperwork you will need to provide.
